Certificates for renouncing Russian citizenship

Updated Author: Apostille Bureau

In brief

To renounce Russian citizenship through a consulate, you usually need a certificate of no tax debt from the Federal Tax Service (FNS) and a certificate of no enforcement proceedings from the Federal Bailiff Service (FSSP). We obtain both certificates in Russia without you travelling and send the originals to your country by courier. Price: €125 per certificate; it takes at least a month, as set by the authorities themselves. Check the exact list of documents for your case with the consulate.

Which certificates we obtain

Certificate Issued by Timescale Price
Certificate of no tax debt Federal Tax Service of Russia (FNS) at least a month €125
Certificate of no enforcement proceedings Federal Bailiff Service of Russia (FSSP) at least a month €125

Delivery of the originals to your country is charged at the courier’s rate. Euro prices are based on the Bank of Russia exchange rate on 22.10.2026.

What we need from you

  1. A scan of your Russian passport.
  2. Your INN (Russian taxpayer number), if you have one.
  3. The address for delivery of the originals.

No power of attorney is needed: we work remotely. A notarised power of attorney is only required if you hold a Russian passport for travel abroad but no Russian internal passport.

What else you may need

If the consulate asks for civil registry documents — for example, a birth or marriage certificate — we will obtain duplicate certificates.

Frequently asked questions

Do these certificates need an apostille?

Not for submission to a Russian consulate: certificates from Russian authorities are submitted to the Russian consulate as they are. If a foreign authority needs the certificate, let us know and we will tell you how to prepare it.

Why do the certificates take so long?

The timescale is set by the FNS and the FSSP: they prepare the certificates and send them by post. We submit the requests as soon as you have paid and keep you informed at every stage.

What if I have a debt or enforcement proceedings against me?

The certificate will show it. We will tell you where to find the details so that you can pay off the debt and order the certificate again.
